Stocks below $5 are commonly called penny stocks in the US, and this version limits them to companies listed on Nasdaq. Being on a major exchange means the company files regular reports with the SEC, which is not always true for over-the-counter shares. The volume condition filters out listings with very little daily trading. Nasdaq's sub-$5 group leans heavily toward healthcare and small technology companies, many of which are not yet profitable, so adding an earnings or debt filter is a sensible next step.
